Consent and anti-surveillance rules

RoutineOps only works commercially if it is trusted. The system must improve the environment, not make people feel watched or scored.

Signals are used to improve the routine, not punish the person.
Collect the minimum signal that improves the next run.
User-controlled triggers first; passive monitoring only with explicit consent and clear benefit.
Evidence must show confidence, source, timestamp, owner and lifecycle.
Every failed routine needs a recovery path: retry, fallback, support ticket, manual override or redesign.
